At the scrutiny sessions last week, the cabinet member in charge of the budget, Jim Currie, was adamant that there was not yet a decision about what the proposed council tax level would be next year.
And yet the Tory literature in the Bude by-election was promising that the Conservatives would deliver a freeze in Council tax.
Although that is the most likely outcome, they seemed awafully certain for a decision that has not yet been made.
